Always Cut |

 Better Seal
~ These are specifically made to cover the drip edge. There is a
special sealant on the edge of these shingles to help keep the first row
of shingles from flapping and they don't need to be cut. |

 3-tab
~ These are actually not made for starter shingles but have been used
as such for decades. If you don't cut the tabs the middle of the shingle
will not seal to the first row
leaving it flapping under extreme winds. |
